Unified Planning Work Program (UPWP) The Unified Planning Work Program (UPWP) provides descriptive details for the Capital Area Metropolitan Planning Organization (CAMPO) planning process for each fiscal year. This activity is required under the federal Transportation Equity Act for the 21st Century (TEA-21) which defines the responsibilities of a Metropolitan Planning Organization (MPO). An MPO is required to perform all planning tasks set forth in federal laws and regulations, many of which are conducted annually or require more than one year to complete. To effectively identify all work tasks, CAMPO prepares an annual work program, or UPWP, with input from federal, state and local jurisdictions. The UPWP serves as the document for identifying ways to carry out the continuing, cooperative and comprehensive transportation planning process in the region. The UPWP is partially funded by federal transportation planning funds from the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA). The federal funds require a non-federal match that is supplied by an in-kind match from the Texas Department of Transportation (TxDOT). The UPWP must be approved by the CAMPO Board and submitted to the FHWA and the FTA for approval. If priorities change or additional funds become available, the UPWP is amended as needed throughout the fiscal year. Seven broad planning factors were identified in TEA-21. CAMPO UPWP and APER Documents CAMPO FY 2012 UPWP - As adopted by the Transportation Policy Board, July 11, 2011, Serves as the plan for all tasks to be completed or continued in FY 2012 by CAMPO, including cooperative projects with other entities in the CAMPO study area. Annual Performance and Expenditure Report (APER) - CAMPO's annual report of expenditures and tasks performed that are included in the UPWP.
